The pirates are individuals that do what they want, whenever they want! They're recommended for master players because of their low HP combined with close ranged attacks (Brawlers) or recharging fees (Gunslingers). But their raw potential is unequaled!

At level 60, the Brawler becomes a Marauder

At level 100, the Marauder becomes a Buccaneer (Viper in some versions)
